    1. Define the exact responsibilities and expectations for the emergency hire(s).
    2. Detail the tasks they will perform, the skills or certifications required, and the reporting structure.
  2. Detailed Explanation
    1. Demonstrate that the staffing gap is both immediate and beyond the reasonable capacity of current staff to absorb without significant disruption.
    2. Specify why hiring through the temporary staffing process or waiting until 1/5/26 to hire are insufficient options to meet this need.
    3. Address the duties and tasks this position needs to perform prior to 1/5/26, including during fall and winter break if applicable, that cannot be delayed.
  3. Business Impact Analysis
    1. Outline the risks and consequences of not addressing the staffing gap. This may include operational delays, failure to deliver academic curriculum, compliance or legal exposure, financial losses due to downtime or incorrect transactions, and reputational damage from student or client dissatisfaction.
    2. Quantify these risks where possible (e.g., potential revenue loss, fines, or cost of rework). The analysis should make clear that failing to secure this additional staffing before 1/5/26 poses a material risk to the organization.
